New recycling obligation for manufacturers and suppliers of PV modules in Germany

Photovoltaic modules are starting from the beginning of February for the first time implemented in the electric bill of the Federal Republic of Germany. This states, inter alia, the obligations, which producers and distributors to offer modules must meet. Thereupon, the German Solar Industry Association lines out: "Failure to comply could besides heavy fines also force antitrust warnings". With the start of the registration requirement »25 manufacturers and distributors" are on the web site of the EAR Foundation (Waste Electrical Equipment Register) listed.
With the electric Act ( "Act on the Restructuring of the law relating to the Sale, Return and Environmentally Sound Disposal of Electrical and Electronic Equipment") is already ensured at the sale of a new module, thast it is supplied to the recycling process at the end of its technical usability. The law concerns those who bring the photovoltaic modules into service - so mainly manufacturer and supplier. You would have to register, inter alia, all brands and types of equipment at EAR, demonstrate a financial guarantee safety annually and take back old modules and recycle. How to recognize the proper registration of a company, how the law affects existing stocks and what must observe installation and craft enterprises, is explained by the BSW-Solar in a tripartite leaflet, which is available as a PDF for free on the webpage, mentioned in the header.
Since this concerns the implementation of EU law, it can be expected, that other European countries will implement a similar scheme in a timely manner.

Villaägare som producerar egen solel får sälja överskottet utan att registrera sig som företagare, meddelar Skatteverket som påm på
begäran av branschföreningen Svensk energi har utrett vad skatteeffekterna blir.
- Vi är väldigt positiva till beslutet, säger Helena Olsén, el- och samhällsanalytiker på Svensk Energi.
- Den största frågan är att man inte ska behöva betala energiskatt på den elen man producerar och använder själv. Man slipper även krånglet med F-skattsedel eftersom man inte är näringsidkare.
Inte heller överskottsel som säljs är energiskattepliktig - så länge intäkterna inte överstiger 30 000 kronor. Det man inte slipper undan är momsen - trots att solelproduktion inte klassas som näringsverksamhet.
Kundundersökningar visar att en av fem villaägare funderar på att investera i solpaneler inom en femårsperiod.
New EU regulation - Origin of photovoltaic modules

Today, the European Commission published a new regulation concerning the determination of the origin of photovoltaic modules. The new regulation is related to the anti-dumping and anti-subsidy tariffs on Chinese solar modules and cells.
The country of production of the solar cell thus determines the origin of the module.
Affected are not only modules consigned from China but also all modules not from China, but with a majority of Chinese cells. The circumvention options for EU tariff measures of Chinese manufacturers and importers will thus be curbed.
The new Commission Implementing Regulation (EU) No 1357/2013 shall enter into force on 25 December 2013 and is directly applicable in all EU Member States.
